Vijay's oath unlikely tomorrow as Tamil Nadu Governor not convinced with numbers for majority.
According to the S.R Bommai vs Union of India verdict, majority must be tested on the floor of the Assembly and cannot be decided subjectively by the Governor. In such a scenario, the Governor can invite the Single Largest Party, which is TVK ,to form the government even if it does not have a clear majority, provided the party claims it can secure support and prove its majority during the floor test.
