Key Political Milestones in Tamil Nadu Assembly History

Stalin's “Namakku Naame” campaign and the approaching Assembly election became subjects of political criticism and counter-criticism.

With Tamil Nadu preparing for the 2016 election, several Assembly exchanges effectively became an extension of the electoral battle taking place outside the House.

2017 – Chaos During the Palaniswami Confidence Vote

One of the most dramatic days in the recent history of the Tamil Nadu Assembly came on February 18, 2017.

Following Jayalalithaa's death and the subsequent political crisis within the AIADMK, Chief Minister Edappadi K. Palaniswami was required to prove his majority.

Opposition parties, particularly the DMK, demanded a secret ballot.

The House descended into chaos.

There were confrontations around the Speaker's chair, Assembly property was damaged, and proceedings had to be repeatedly disrupted.

DMK members were eventually evicted from the House.

The confidence motion was then put to vote.

Result: 122–11

Palaniswami's government won the confidence vote by 122 votes to 11.

The scenes from that day became some of the most dramatic visuals associated with the Tamil Nadu Assembly in recent decades.

2021 – Tamil Nadu's First Paperless Budget

Not every historic Assembly moment involved controversy.

In August 2021, Finance Minister Palanivel Thiaga Rajan presented Tamil Nadu's first paperless e-Budget.

Instead of depending entirely on printed Budget documents, legislators were provided with digital facilities, including tablets, to access the documents.

It marked an important technological milestone in the functioning of the Tamil Nadu Legislative Assembly.

2023 – Governor's Address Sparks an Extraordinary Confrontation

An unusual constitutional confrontation unfolded inside the Assembly on January 9, 2023.

Governor R.N. Ravi, while delivering his customary address, departed from portions of the speech prepared by the state government.

Chief Minister M.K. Stalin subsequently moved a resolution seeking to ensure that the original government-approved version of the Governor's address was recorded as the official Assembly proceedings.

In an extraordinary development, the Governor walked out of the House before the proceedings had formally concluded.

The incident triggered a nationwide debate about the constitutional relationship between an elected state government and a Governor.

2024 – Governor Declines to Read Most of His Address

The controversy continued when the Assembly convened on February 12, 2024.

Governor R.N. Ravi declined to read most of the government-prepared address.

He expressed reservations about its contents and also raised the issue of the National Anthem.

His address lasted only a few minutes, creating yet another confrontation between Raj Bhavan and the Tamil Nadu government.

The incident once again attracted national political attention.

2025 – National Anthem Dispute Erupts Again

The Governor's address became controversial for a third consecutive year in January 2025.

Governor R.N. Ravi left the Assembly without delivering the customary address, with Raj Bhavan saying that the National Anthem had not been played at the beginning of the session as requested.

The Tamil Nadu government rejected the criticism, pointing to the state's established Assembly convention regarding the Tamil Thai Vazhthu and National Anthem.

What would ordinarily have been the ceremonial opening of the Assembly session once again became a major political and constitutional controversy.

More Than Just Bills and Budgets

These events show that the Tamil Nadu Legislative Assembly is not merely a place where Bills are passed and Budgets are presented.

Over the last three decades, it has witnessed the rise of Vijayakanth as Opposition Leader, the Jayalalithaa–Vijayakanth confrontation, the extraordinary 2017 confidence vote, a technological transformation through the paperless Budget and repeated Governor–government confrontations.
