YouTuber Dhruv Rathee, Cockroach Janta Party (CJP) legal head Ratna Singh, and policy division head Mehr Pasricha were detained by Delhi police on Saturday, October 10. The detentions occurred ahead of a planned youth-led protest at Jantar Mantar, where the CJP intended to demand the resignation of Chief Election Commissioner Gyanesh Kumar over alleged electoral irregularities and concerns regarding the Special Intensive Revision of electoral rolls. Police reported that approximately 150 protesters were taken into custody by Saturday morning.
Authorities denied permission for the demonstration, citing public safety concerns and a lack of compliance with guidelines. In response, Delhi police and paramilitary forces implemented a massive security operation, deploying up to 35,000 personnel across the city. Prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita were enacted, and internet services were suspended for 24 hours within a four-kilometre radius of the Janpath–Kartavya Path crossing.
The security measures caused significant disruptions, including traffic diversions at 30 locations and entry and exit restrictions at numerous Delhi Metro stations. Several trains scheduled for New Delhi and Hazrat Nizamuddin stations were cancelled, and police intensified vehicle checks at major border points. Despite the restrictions and the denial of permission, CJP founder Abhijeet Dipke stated the party intended to proceed with the march.
