The U.S. House of Representatives has cleared a procedural hurdle for the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. The bill, which passed the Senate last month, would grant President Donald Trump the authority to impose 100% tariffs on countries that purchase oil and gas from Russia, including India and China. The measure was approved in a 214-211 vote on Tuesday evening after two Democratic lawmakers joined Republicans in support.
Proponents of the legislation argue that Russia’s crude oil trade is directly funding the ongoing war against Ukraine. The bill also aims to extend existing sanctions on Iran and target the "shadow fleet" of vessels used by Moscow to circumvent international oil delivery restrictions. While the Senate previously passed the bill with an 86-11 majority, it faces opposition from some House Democrats who contend the legislation provides the President with unchecked tariff authority.
The House is expected to hold a final vote on the bill this Wednesday. If passed, the legislation will be sent to the President for his signature before the chamber enters an early recess on Thursday ahead of the upcoming midterm elections.
